Please note this role will work in a hybrid environment. The successful candidate must be located near a Canadian Blood Services site preferably in Toronto or Ottawa and will be working a mixture of on-site and off-site work based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in-person presence for at least 60% of their work time. This requirement may vary depending upon circumstances.

About The Role
Canadian Blood Services is looking for a Regular Full-time Associate Director, Project & Program Delivery to join our dynamic Enterprise Project Management Office (ePMO) team.
The Associate Director (AD), Project and Program Delivery leads a series of project and program management and strategic planning activities aligned to corporate funding cycles and delivery of high visibility projects or programs for the organization.
Reporting to the Director, Enterprise Program Enablement & Project Management Office, the AD is responsible to deliver ePMO led projects and provides project and program management oversight and support for those projects. The AD contributes to the enterprise portfolio management / reporting process for all corporate priority projects including ePMO projects and escalates issues requiring executive attention, provides leadership to enterprise projects coordinated through process management and assures compliance to all corporate portfolio reporting requirements as well as leads and supports the execution of select projects in the portfolio, by ensuring collaboration and integration between divisions.

- You focus on advancing the Enterprise Project Management Office by developing its resources, technology, and methodologies, while adhering to a defined maturity roadmap. This encompasses managing enterprise-wide project management processes, fostering collaboration with divisional PMOs, and integrating ePMO activities with core corporate functions like strategic planning, financial management, and performance monitoring.
- You lead diverse projects and programs, manage a team, and drive strategic initiatives. Key responsibilities include developing proposals and business cases, navigating complex stakeholder communications and change management, and providing regular, high-level reporting and facilitation for senior and executive leadership.
- You possess strong interpersonal skills, including effective influence and negotiation grounded in factual analysis and trust, alongside the ability to foster high-performance teams through motivation, coaching, and transparent leadership. Furthermore, you excel at facilitating discussions, managing conflict, and driving collaboration within multidisciplinary teams.
- You ensure consistent and effective project/program delivery by establishing clear definitions, performance metrics, tracking, and communication, while implementing robust change and risk management. It involves managing project interdependencies, adhering to predefined standards, and providing leadership for the enterprise PMO portfolio, ensuring seamless integration with corporate and divisional portfolios.
- You are capable of building and leading a high-performing team by establishing clear objectives, providing mentorship, and managing performance, while navigating conflicting priorities with empathy and strong interpersonal skills. Responsibilities also include budget management, contributing to strategic initiatives, and participating in special projects as directed by senior leadership.
- You have high level of expertise in risk and financial management, with the ability to identify, monitor, and mitigate significant risks that extend beyond individual projects or programs, coupled with the capability to effectively manage substantial project budgets.
- You provide clear and transparent information for informed decision-making, identifying opportunities to enhance performance through balanced governance and empowerment, and fostering cross-team collaboration for improved leader and team experiences. Additionally, this requires the application of expert risk management to address significant risks that impact beyond individual projects or programs.
- You focus on strategic recruitment, motivation, and development of a high-performing project management team, requiring advanced management expertise to effectively manage performance, provide trusted leadership, and offer coaching and development to both staff and contracted resources.
- You dissect intricate problems, translate business requirements, and craft innovative, integrated solutions. This often involves navigating conflicting information and employing original thinking to devise effective strategies.
- You maintain up-to-date knowledge of best practices in corporate performance management, reporting, and strategic executive engagement, while adhering to established leadership principles.
Desired education and skills
- Bachelor’s degree in business, engineering or science or equivalent.
- A minimum of 10 years managing multiple projects/programs with large teams, budgets and multiple stakeholders at an executive level.
- Experience building teams, managing and coaching other project managers or contracted resources and or employees is required.
- Proven ability to manage a significant project portfolio for a large organization.
- Completed training in project/program management such as PRINCE2, PMP, Agile Scrum Master, or demonstrated experience.
- Project Management certification is an asset such as PMP or PRINCE2.
- Experience managing new product or process introduction in the regulated environment, is an asset
- Experience managing and implementing process change within a unionized workforce environment, is an asset.
- Experience developing and maintaining project documents and presenting in an executive setting.
- Experience in Agile teams is an asset.
- Proficiency with related software tools including Microsoft project professional, MSPO is an asset.
- Demonstrated proficiency in financial and operational planning

- This role will work in a hybrid environment with requirements to be onsite at a Canadian Blood Services location preferably in Toronto or Ottawa at least 60% of the time/days of the week.
- Travel is required to attend quarterly meetings at the Head Office located in Ottawa and to fulfill project commitments.
