About the role


Canadian Blood Services is looking for a Regular Full-Time Government Relations Analyst to join our dynamic Public Affairs team. The work of a Government Relations Analyst is integral to Canadian Blood Services’ role as Canada’s Lifeline.  


In this role you will provide strategic advice and project management for all government relations activities, including summarizing complex information, critically analysing issues, evaluating options, and developing recommendations.  You will prepare and present high quality materials for a government audience including agendas, briefing notes, key messages and performance reports while building and maintaining close working relations with government officials.  You will act on behalf of the Government Relations Manager as needed when working with internal and external stakeholders.

Key responsibilities include:


1. Strategic Advice and Project Management:


  • Effectively monitors government activities, and provides detailed understanding and analysis of legislative, political and public policy arenas to inform material development and issues management.
  • Leads secretariat support of committees and working groups between Canadian Blood Services and governments. In coordination with the Corporate Secretariat, manages the process and material development for Canadian Blood Services’ Annual General Meeting and Special Meeting of Members, and other meetings with Ministers of Health.
  • Ensures preparation of agendas and logistics for meetings and provides advice as required to Canadian Blood Services' personnel on matters presented to governments.


2. Material Preparation and Communications:


  • Drawing on information obtained through a variety of sources, produces materials for a government audience to facilitate understanding and decision making on funding initiatives and other key areas of strategic importance for Canadian Blood Services.
  • Leads the preparation of Canadian Blood Services’ quarterly performance report to provincial and territorial ministers of health working directly with Canadian Blood Services’ Vice Presidents and Directors.
  • Prepares executive correspondence to governments from Canadian Blood Services’ CEO and others as needed.


3. Stakeholder Engagement / Relationship Management:


  • Acts as a key contact with government officials and Canadian Blood Services personnel including organizing, and setting and setting the agenda for regular business meetings between Canadian Blood Services and government officials.
  • Represents the Government Relations Team in internal/external meetings and prepares briefings of these meetings for senior leadership in a timely and accurate manner.


Performs other related duties as required. 


Education, Training and Experience:


  • Minimum bachelor’s degree from a recognized educational institution in political science, public health or public administration or other related discipline.
  • Minimum five years of relevant work experience, preferably within a health care, government or related capacity.
  • An equivalent combination of education, training and experience may be considered.

Demonstrated Competencies, Knowledge, Skills and Abilities:


  • Excellent knowledge of the healthcare environment within Canada as well as federal/provincial/territorial government priorities.
  • Demonstrated project management and organization skills with ability to manage multiple competing priorities.
  • Ability to ascertain key insights from large amounts of information to present to a wide variety of audiences.
  • Excellent critical thinking skills with ability to distil and assess complex concepts and issues.
  • Excellent written and oral communication skills.
  • Excellent collaboration and interpersonal skills.
  • Self-directed with proactive approach to work when operating independently and as part of a team.
