Please note this role will work in a hybrid environment. The successful candidate must be located near a Canadian Blood Services site and will be working a mixture of on-site and off-site work based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in-person presence for at least 40% of their work time. This requirement may vary depending upon circumstances.

About this role

Canadian Blood Services is looking for a Regular Full-time Legal Counsel, Insurance and Business Law to join our dynamic Legal team. 


Reporting to the Managing Counsel, Business Law, the Legal Counsel plays an integral role in ensuring effective management of claims and litigation brought against Canadian Blood Services. The Legal Counsel takes on a corporate counsel role related to all aspects of the operations of Canadian Blood Services’ insurance captive companies CBSI and CBSE, in support of and in collaboration with the Risk and Insurance Management team. The Legal Counsel also provides advice on a variety of business law matters, in support of and in collaboration with the Senior Counsel and Managing Counsel. 


Formula for Success

  • Using your expertise in the management of claims and litigation:
    • Manage claims and litigation files, in collaboration with the Managing Counsel, external counsel, risk and claims management colleagues, and the external third-party claims administrator
    • Protect Canadian Blood Services’ legal position and reputation in claims and litigation and other disputes
    • Provide advice on liability and on insurance coverage, for those matters insured commercially or through the captive insurance program
    • Ensure continuous improvement of claims management protocols, in accordance with leading industry practices 
    • Monitor the performance of external counsel, the third-party claims administrator, and other relevant retained services
  • Acting as a corporate counsel for insurance captive companies CBSI and CBSE, in support of the Managing Counsel; the Director, Risk and Insurance Management; the National Coordinating Counsel; and the CBSI and CBSE boards:
    • Facilitate effective governance of CBSI and CBSE, supporting the development and management of board briefing materials, governance policies, the governance manual, and service-provider oversight
    • Support prudent operations of CBSI and CBSE as captive insurers, across the disciplines of claims, underwriting, risk management, and compliance
  • Providing accurate, relevant, and timely advice on a variety of business law matters, in support of and in collaboration with Senior Counsel, Business Law and Managing Counsel, Business Law:
    • Facilitate and supports commercial transactions, partnerships and projects to achieve CBS’ business objectives, consistent with professional standards and legal obligations
    • Support effective negotiations and contracting with third parties (e.g. vendors, service providers, landlords, general contractors, etc.)
    • Provide advice to and collaborates with procurement, facilities, financial, and operational subject-matter experts
    • Ensure legal risks are identified and mitigated to protect the organization and its assets 
    • Propose legal and business strategies enabling safe, efficient, and agile decisions
    • Work with internal and external subject-matter experts to ensure provision of professional, timely, cost-effective legal advice and support 
    • Participate in a positive, proactive culture encouraging high performance and collaboration, with a focus on continuous improvement


Desired Education & Skills

  • A law degree from a recognized academic institution  
  • Membership in good standing in a law society for a Canadian province or territory  
  • At least 3-5 years of legal experience (insurance, liability and/or business law) in a law firm or in-house environment  
  • Substantial knowledge of relevant legislative and regulatory frameworks and case law 
  • Ability to practice law with minimal supervision, and to collaborate with senior counsel as necessary  
  • Exceptional writing and communication skills in English  
  • Excellent analytical, problem-solving, and interpersonal skills 
  • Ability to translate complex issues and to provide practical legal advice, communicating in a clear and accessible manner and incorporating all relevant business risks

  • If you are located outside of Ottawa, you may be required to travel to the Head Office in Ottawa a few times a year to attend dept. meetings
