About the role
Canadian Blood Services is looking for a Regular Full-Time Construction Project Manager to join our dynamic Strategic Facilities Management and Business Integration team. The work of a Construction Project Manager is integral to Canadian Blood Services’ role as Canada’s Lifeline.
In this role, you will ensure that the project is completed on time and within budget, that the project's objectives are met and that everyone else is doing their job properly. You will lead the planning process, working with internal and external clients, specialists, consultants, and suppliers to identify requirements, develop budgets and organize the project from initial planning and set-up through delivery to successful delivery.
Key responsibilities include:
- Manage, provide guidance and oversight on the scope, cost, schedule, quality, risk, communication, and personnel of construction-related projects including new facilities, renovations, equipment and building services installations from conception through design, construction, commissioning, validation, and post occupancy reviews. More specifically:
Business Case Development:
- Work with the project sponsor to understand the objectives and business benefits targeted by the project
- Contribute to the preparation of business cases setting out return on investment
Organization and Governance:
- Identify the mix of expertise, knowledge and capabilities required to achieve the project purpose
- Identify project team structure and define responsibilities and reporting lines for each role
Project Planning:
- Develop work and product breakdown structure defining work activities and ‘products’ to be delivered at each stage
- Factor constraints on resource availability, skill levels, organizational capabilities, readiness, and costs into the plan
Project Risk Management:
- Carry out risk assessments, involving stakeholders and referring to specialists where relevant (e.g. legal and regulatory requirements)
- Evaluate risk likelihood and impact and prioritize them for analysis and response planning
Quality Management:
- Discuss quality expectations with stakeholders and agree acceptance criteria
- Confirm that completed deliverables meet customer quality criteria, and secures their acceptance
Change Control & Configuration Management:
- Respond promptly to critical events and requests for change, assessing potential impact on the project scope and objectives and challenging constructively where appropriate
- Use version control and controlled distribution of project related documents
Progress Monitoring and Control:
- Analyze and report performance, resource usage and expenditure against plan
- Examine any areas that exceed agreed tolerances and take corrective action
Application of Project and Program Management Methods and Tools:
- Tailor and apply best practice processes and tools to meet business needs
- Provide advice, coaching and technical support to embed their use in the project
Communication and Knowledge Sharing:
- Present information, deliver messages that promotes a clear understanding of outcomes or impacts by adopting a wide range of styles, tools, and techniques
Stakeholder Relationship Management:
- Identify stakeholders and gather information to understand their needs and expectations
- Communicate progress regularly to the project sponsor, any key stakeholders and project team members, ensuring that there are no surprises
Leadership and Teamwork:
- Foster a culture that is focused on meeting customer and business needs
- Provide constructive feedback, coach, and support others to make the best of their abilities
Qualifications:
- University degree in mechanical, electrical or civil engineering, architecture or relevant related field
- A minimum of 5 years of successful construction management experience
- A minimum of 5 years of experience in the design, construction or operation and maintenance of building services
- A minimum of 5 years of project management experience in a highly regulated environment
- An equivalent combination of education, training and experience may be considered
Required skills:
- Knowledge of relevant codes and standards
- Skilled use of computer programs including Project Management, CAD and databases
- Excellent verbal and written communications skills
- Excellent interpersonal and facilitation skills to influence project outcomes
- Excellent problem solving and decision-making ability
- Excellent personal and project time management ability
