Please note this role will work in a hybrid environment. The successful candidate will be working a mixture of on-site and off-site work from one of our Production centres based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in-person presence for at least 40% of their work time. This requirement may vary depending upon circumstances.

About the role
Canadian Blood Services is looking for a regular full-time Manager - Commissioning to join our dynamic Enterprise Facilties team.
The Manager - Commissioning is responsible for overseeing the complete end-to-end lifecycle of building systems and infrastructure across Canadian Blood Services’ blood collection, testing, and processing facilities. This includes the planning, installation, testing, and operational integration of HVAC, electrical distribution, fire protection, building automation, and environmental controls. The role ensures that all systems function cohesively and are transitioned into operations in full alignment with project scope, regulatory standards, and operational readiness.
Working collaboratively with internal teams and external partners, the Manager - Commissioning ensures the delivery of safe, efficient, and reliable infrastructure that supports the full spectrum of critical blood operator functions.
Formula for success:
- Lead the end-to-end commissioning process by developing strategic plans, defining technical protocols, and coordinating cross-functional teams to ensure all systems meet project requirements and quality standards.
- Direct the on-site execution of commissioning activities, including pre-inspections, system testing, and technical troubleshooting, to ensure all systems achieve performance standards and quality compliance prior to handover.
- Manage comprehensive commissioning documentation and performance tracking—including reports, turnover packages, and KPI monitoring—to ensure full traceability, regulatory compliance (GMP), and seamless operational support through the warranty period.
- Facilitate cross-functional stakeholder alignment by leading planning meetings, site walkthroughs, and status reporting to ensure transparent communication of risks and seamless integration with Quality Assurance and Facilities teams.
- Lead the operational transition by developing turnover plans, facilitating staff training, and coordinating warranty and maintenance strategies to ensure long-term system reliability and successful post-occupancy performance.
Desired education and skills:
- University degree in mechanical engineering, building systems, or related field.
- Certifications such as CCP, BCxP, PMP are considered strong assets.
- Minimum 8 years of commissioning experience in healthcare, life sciences, or blood operator environments.
- In-depth technical knowledge of HVAC, electrical distribution, fire protection, and building automation systems.
- Proven ability to manage complex projects, lead cross-functional teams, and resolve technical issues
- Familiarity with Canadian Blood Services processes, regulatory frameworks, and quality standards.
- Understanding of relevant codes, standards, and Good Manufacturing Practices.
- Strong problem solving and decision-making skills.
- Excellent personal and project time management skills.
- Strong interpersonal skills and ability to deal effectively in a team environment.
