Please note this role will work in a hybrid environment. The successful candidate must be located near a Canadian Blood Services office, preferably our head office location in Ottawa - 1800 Alta Vista Drive, and will be working a mixture of on and off-site work based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in-person presence for at least 40% of their work time. This requirement is subject to change, based on operational needs.

About the role
Canadian Blood Services is looking for a regular full-time Supervisor, Payroll Services to join our dynamic Payroll Services team in our People Culture and Performance division.
The Payroll Services team is responsible for supporting Canadian Blood Services by overseeing the payroll process and partnering with internal teams to enhance the employee experience and ensure everyone is paid accurately and on time.
In this role, under the direction of the Manager, Payroll Services, you will be responsible for supervising the Payroll Services roles of Payroll Accounting Analysts and the Payroll Analysts. You will oversee daily operations of the end-to-end payroll process transactions, governance, and core accounting functions relating to employee remuneration. You are responsible for supervision, standardization, execution, and evaluation of payroll operation activities, ensuring effective and efficient control over pay, audits, remittances, month-end accounting, fiscal and calendar year-end, and all complex transactions. You will also have signing authority on the day-to-day transactions, and approvals required for Payroll Services, while keeping the Payroll Services team working in an environment which fully recognizes and adheres to the compliance with provincial and federal legislation, Collective Agreements and Terms & Conditions of employment, business practices, and Generally Accepted Accounting Principles.
Formula for success
- Leveraging your proven ability to mentor and assist in the development of a team, you will support the Manager, Payroll Services to recruit, develop, and retain the team of employees to meet defined needs, ensuring that the team has the appropriate mix of experience and skills.
- Based on the direction from the Manager, Payroll Services, you will help deliver on objectives, priorities, goals and standards for staff and review and monitor adherence and progress towards established goals and performance metrics.
- Working with the Manager, Payroll Services, you will use metrics and benchmarks to track performance of the Payroll Services roles, including client feedback and accuracy information, to identify, recommend, and implement improvements.
- Drawing on your ability to lead and work collaboratively across diverse teams, you will assist the Manager, Payroll Services with regular scheduled meetings with the team to develop a strong team culture, enhance collaboration, discuss operational issues, and share Canadian Blood Services information updates and other items of interest to the team.
- You will provide hands on assistance with key responsibilities and tasks within the core accounting functions of Canadian Blood Services relating to employee remuneration.
- Utilizing your strong analytical skills, you will lead the team in gathering data, providing budget to actual analysis, preparing working papers and additional reports required for the annual financial audit. .
- Leveraging your strong attention to detail and adherence to timelines, you will oversee the timely and accurate processing of mass pay increases, payroll activity calendar calculations and entries such as allowance payments, quota bank pay-outs, special Collective Agreement payments, Professional Fees Reimbursement, updates to time balances, employee quotas.
- You will identify continuous improvement opportunities to increase efficiency, quality, and value to Payroll Services and internal clients, through changes in processes, policy, or use of technology.
Desired education and skills
- Completion of a Post-secondary level education in a relevant discipline from a recognized academic institution is required.
- You will have a minimum of seven years of related payroll and/or payroll accounting experience.
- You will be required to have an understanding and experience in the use of SAP (or an equivalent ERP application).
- High level of proficiency with spreadsheets is expected.
- Payroll Compliance Practitioner (PCP) designation or Certified Payroll Manager (CPM) from the National Payroll Institute, will be considered an asset.
- Previous experience as a Team Lead/Supervisor will be considered an asset.
- An equivalent combination of education, training and experience may be considered.

What you can expect
- This role will work in a hybrid environment with requirements to be onsite at Canadian Blood Services location 40% of the time/2 days of the week.
- You will work Monday to Friday, 37.5 hours per week, 7.5 hours per day.
